Donald Jacobs is a senior expert in the use of IT. This expertise includes providing expert witness support. Mr. Jacobs has been involved in IT since 1962 and has been a Chief Information Officer. He has owned and directed his own healthcare IT consulting firm since 1982. Mr. Jacobs is an expert witness, educator, consultant and public speaker in the areas of healthcare, IT and education. He has a proven track record of dealing with all aspects healthcare IT including IT operations, IT planning, system selection, system implementation, IT contract negotiation, and project management. Mr. Jacobs can be engaged to serve nationally as an expert witness in all areas of healthcare IT and IT, in general.

Mr. Jacobs founded his company, Inteck, Inc., in 1982 and has been the CEO and President. He holds a Master of Science in Administration, CPA, and CCP (Certified Computer Professional). Mr. Jacobs is also an inactive member of Mensa. Mr. Jacobs developed and has taught courses in the Management of Healthcare IT for both the University of Denver and for the last seven years for the University of Colorado. His course is required for the MBA (specialization of Master's in Health Administration) and is taught for students in the University's Health Science Center.

Among his expert witness experience has been:

  • For the defendant: Evaluated and testified on a PC security case whether the technology would work and secure a user's work.
  • For the plaintiff: Evaluated and testified whether the plaintiff was in violation of their contract and had performed appropriately.
  • For the defendant: Analyzed and was deposed whether the vendor provided services in accordance with their contract.
  • For the defendant: Testified as part of an Arbitration Hearing whether the plaintiff provided the services as defined in their contract, or should pay the defendant monies for non-performance.

PROFESSIONAL BACKGROUND

Over 35 years professional experience in healthcare and 45 years in information technology.

1982 - Present: President and Founder, Inteck, Inc., a national healthcare information technology consulting company with revenues of approximately $2million per year

  • Has acted as CIO of various healthcare organizations. Led in the development of organization and systemwide strategic information systems planning. Directed the selection and installation of an integrated clinical system, replacement of a financial system and development of an executive information system.
  • Negotiated multi-million dollar contracts with most of the major healthcare information technology vendors for various healthcare computer systems.
  • Managed the development and marketing of a radiology information system, Images, for hospitals and clinics. The system was sold by Unisys and Konica as their radiology system products.
  • Managed the development of strategic information systems plans for various hospitals. This included reviewing current applications and data processing staff and presenting the plan to the hospitals' finance committees and boards.

1977-1982: Partner in an international public accounting firm. Established the firm's national healthcare data processing consulting and EDP audit program. Responsible for quality control and technical management of all EDP consulting and EDP auditing engagements.

1976: CIO: Samaritan Health Service, Phoenix AZ. Responsible for all corporate and multi (seven) hospital activities related to information processing. Managed operation of data center consisting of twin mainframe computers on three-shift, seven-day basis. Included management of over 50-person staff and budget of $1.8 million. Specifically tasked to develop and install new sophisticated accounts receivable system; to reconfigure and upgrade computer hardware to state-of-the-art; and to analyze current staffing and budget implementing changes as required.

1974-1976: Vice President, Illinois Hospital Association. Responsible for all activities related to the computer processing of hospital information. This resulted in the development of a statewide data bank for all Illinois hospitals.

1972-1974: Director, Research and Development, Massachusetts Hospital Association. Created and managed statewide database of hospital information for use by federal and state governments, planning agencies, educational institutions, third-party payors and consumers. Involved defining users' needs, designing appropriate computer programs and collecting and processing programs, and collecting the data.
